Rose Town Tea Garden is an afternoon tea shop run by Mr. Steve A. Town, originally from the United States, but who spent his childhood in Japan, and his wife Rose, who is from Canada with Scottish roots. Established in 2012, the shop is located at Hinatawada Station—the second stop from Ome Station on the JR Ome Line heading toward Okutama. Unlike tea shops in the city, Rose Town Tea Garden offers the charm of enjoying leisurely afternoon tea surrounded by nature, with stunning views overlooking the Tama River below. Their popular English-style afternoon tea set features scones made from a recipe taught directly to them by a hotel in Scotland that deeply inspired the couple, as well as sandwiches and sweets prepared using locally sourced vegetables and fruits from Ome.

The grand Western-style building, once used as a wedding reception chapel, welcomes you with large pillars and a gorgeous design dominated by white tones. The interior exudes a pure and charming atmosphere, and at the back, you can see bright windows letting in sunlight and a terrace seating area.

Guests are guided to a table lined with small bottles of tea samples, where they select their first tea of the day. In addition to classic teas like Darjeeling, Assam, and Earl Grey, there are unique blends inspired by the couple’s backgrounds—such as Canadian Heritage, an original blend reflecting Canada’s origins, and Buckingham Palace, a special blend selected for Queen Elizabeth’s garden parties. There is also a wide variety of flavored teas available. Guests can open the lids to smell the aromas and enjoy hearing the stories behind the names as they find their perfect favorite.

There are three types of three-tiered afternoon tea sets available: the “Princess Heather Set” (which includes soup, salad, afternoon tea, and a pot of tea) for 4,000 yen (tax included); the “Lady Grace Set” (which includes either soup or salad, afternoon tea, and a pot of tea) for 3,500 yen (tax included); and the “Rose Garden Set” (which includes afternoon tea and a pot of tea) for 3,000 yen (tax included). In addition, there is the “Maid Everen” set, a one-plate option featuring quiche and a mini salad, sandwiches, scone, and cookies, available for 1,700 yen (tax included), as well as the “Wee Tea Set,” a kids’ set designed for children up to 10 years old.

The meal begins with tea, followed by a generous bowl of soup served in a deep dish, and a fresh salad of raw vegetables, creating an afternoon tea set that feels like a full-course lunch.

As Rose kindly encourages guests to “start with the warm scones,” the relaxed and heartfelt service—free from rigid formalities—reflects the passion and spirit of the makers, which is one of the café’s unique charms.

All dishes are handcrafted each morning by Rose with the care and attention as if cooking for her own family, using fresh local vegetables and domestically produced wheat flour. This loving approach to food has earned many repeat customers. The couple can also communicate in English, making the tea garden popular among international visitors as well.
